Elaine W. Howe, P.E., BCEE
Ms. Howe has over 25 years of experience in the field of environmental engineering. She has experience in water treatment, potable reuse, and project management. Ms. Howe’s experience in water treatment includes source water assessment; bench-scale studies for disinfection by-product (DBP) control, ozone demand, and manganese removal; pilot-scale treatment studies to inform process train selection and full-scale facility design; and source water integration studies for corrosion control. Ms. Howe’s experience in potable reuse includes ozonation for pathogen disinfection credit, design, design review, and permitting support.
Engineering Consulting Experience
- Worked for nationally recognized environmental engineering consulting firms for 23 years.
- Worked in the Water Quality Division of Tennessee Valley Authority for 3 years, with a focus on reservoir water quality and urban runoff.
- Managed and performed bench-scale and pilot-scale treatment studies to support design.
- Design experience includes process train selection, basis of design reports, chemical storage and feed systems, post-treatment stabilization for corrosion control, flash mixing for coagulation, GAC adsorption and biofiltration, ozone disinfection, and process control strategies.
- Experienced in water treatment performance assessment for capital improvement master plan projects.
- Permitting experience for both drinking water and potable reuse in California.
- Knowledgeable of current and anticipated future drinking water regulations.
Education and Credentials
- B.S. in Environmental Engineering from the University of Florida.
- M.S. in Environmental Health Engineering from the University of Texas at Austin.
- Registered Professional Engineer in New Mexico.
- Board Certified Environmental Engineer by the American Academy of Environmental Engineers and Scientists.
